CMS is providing another opportunity to submit a 2023 MIPS Extreme and Uncontrollable Circumstances (EUC) hardship exception due to the Change Healthcare Cyberattack earlier this year. MIPS eligible clinicians and groups have until Oct. 11, 2024, to apply for an EUC and to request reweighting of up to four MIPS performance categories because of disruptions due to the cyberattack on your practice. Here are the details:
- The EUC application will not override data submission. Therefore, if a physician or group previously submitted data for a category, CMS will continue to score that category.
- We encourage practices to consider submitting the application for the cost performance category, at a minimum, as there are no data submission requirements for the cost measures, which CMS scores using claims data. Many allergy practices were adversely impacted by poor cost category scores in 2022, so this is an opportunity to avoid negative cost category performance in 2023.
- You must cite the Change Healthcare Cyberattack as the basis for requesting reweighting under the MIPS EUC Exception policies. Any applications submitted for other reasons will be denied.
- Due to CMS’ technical limitations, you must request the 2023 EUC through the MIPS targeted review process, not through the EUC application form. To complete a Targeted Review form:
- Sign in to QPP with your HARP credentials.
- Click “Targeted Review” on the left-hand navigation and fill in the necessary fields.
- Select “Extreme and uncontrollable circumstances” as the issue and include “Change Healthcare Cyberattack” when asked to provide specific details.
